Marshall jcm 2000 dsl 401 problem.

When I got this combo, the preamp valves weren't glowing and no sound. I touched up all the solder joints, set the bias, tested the rectifier (.4-.5v and okay) and visually looked for any broken traces or burnt components. When, I put everything back together I was excited to see the preamps start glowing, but still no sound. I found the HT fuse (F1) freshly blown and I tested 414v across the F1 terminals. Where do I go from here?

Remove all the power tubes and see if F1 still blows.
