Deluxe reverb, No Reverb!!!

Hey....

i just got a 1968 deluxe reverb to work on, and it sounds amazing. only one problem.....i can't seem to get the reverb to work. i bought a new tank, which has the same specs as the original. whenever i turn the reverb up, all i hear is feedback. wtf? help!

at first blush, it sounds like a grounding issue to the tank....
