This might sound silly but here goes.....you pretty much checked everything....is the pilot light in some sort of socket?? if so, is there leakage in the socket itself....maybe??? I did have a couple of old amps before that had the pilot light sockets screwed up.....if I was going to test the power transformer, I would disconnect all the secondary windings and insulate them....then I would turn it back on to see if it still blows the fuse.....if it still blows the fuse, it is either the transformer primary winding or the MOV.....if it is ok, hook up the heater winding only...if it still blows out the fuse, disconnect the pilot light holder...and see what happens....
