R49 is still a handy test point. Do you have -24v at both ends? One end slightly lower than the other of course. If you have no voltage there, then you won't have tubes lit there either.
And the -24v comes from the power supply on the main board, but has to travel through a ribbon to the tube socket board, so make sure the -24v actually makes it from the supply to the socket area.
