Looking at the schematic, it shows the PT fused at 1600mA per side and the mains has a 1 amp fuse at 117V, so I would think a 2 amp rating would suffice.
I would think would work. 2 amps at 115v. I don't know know where you are located, but the line voltage where I am regularly runs about 10v higher than that, so the 28vac secondary would surely get closer to the 30vac the schem is showing.
