Check to see if the LFO is running. Those chips that are listed as 80848 are LM3080 transconduction amps. There is a control voltage applied to pin 5, so check that pin to see if there is a fluctuating voltage there that is controlled by the LFO controls, (speed and depth).

The zip file contains the images from that site that I saved by screen capture. They are a bit fuzzy but I don't see why you can't print them.
