Marshall VS100 head w/FX board noise

Hi,

Real quick, with nothing plugged in and the FX loop at max, I get what can only be described as "alien white noise". Two heads, the exact same problem. Obviously is a design defect. Has anyone had this problem and SOLVED IT?

VS100 requires a dummy plug in the input jack for the FX return to function.
Funny muting circuit.

Or maybe you have nothing plugged in to the loop and are just talking about the background noise?
