Wasnt getting any sound out of the amp. Checked the B+ and measured 15VDC. Obviously way too low. The incoming AC source was 120V however. Does this mean my PT is toast? I did push the voltage pretty high. Suppose that was a mistake.

OK, you can do this.
What is between the power transformer and the B+? There is a secondary winding, so what level AC is across it? There are rectifiers, so is that AC getting to them? Is there any DC coming out of them? SOmewhere in there is a standby switch, so does it work? I mean when ON is there very low resistance across it? Is the filter cap charging up? WHERE did you measure that 15v B+? At a tube? At a filter? Where?
If there is no HV AC at the secondary, an disconnecting the secondary from the circuit makes no change, then I would suspect the PT. But not until I checked the whole deal.Education is what you're left with after you have forgotten what you have learned.
