Your main issue is Q2 base is too high.
So either Q2 collector/ base is leaking or IC#1 is getting bad information at pin 2 & 3.(or the IC is faulty)
What voltage do you have at IC#1 pin 2 & 3 ?
What is the voltage at "common bias line" IC3 pin #5 ?
