1966 Ampeg Gemini V - low output and horrifying distorted sound

Hello, I just received this amp through the mail and it was supposedly working correctly prior to being sent. Below is a sound clip of what it sounds like. I checked all solder connections, fixed two that appeared shabby and that did not remedy the situation. The amp has two channels, reverb and tremolo and one 15 inch speaker. I tried swapping all the tubes in all the sockets, preamp and power. Also, power is low...sound clip is of all volume knobs all the way up.

If anyone has any ideas, that would be great. Thanks
