My meter only goes down to the 2V level. On the mA side, it can get into the single digits.

Shea, looking at the rear of the amp, the three little pins and the adjusters next to them are "backwards." The left pin and the left adjustment control the two sockets to the right. And the right pin and right adjuster control the two sockets on the left. No one knows why they did this, since it could easily be changed by swapping two wires in the little cable.
COuld this be why the missing tube side measured the higher current? Try it with one tube out, but check BOTH sides. I think you will find the real reading on the other pin.Education is what you're left with after you have forgotten what you have learned.

Solved!
For whatever reason, my meter decided to read the voltage on the bias points. I biased the E34Ls to 85mV/pair and she's holding steady and sounds great.
I should also mention that the damn bias pots increase voltage/amps as you turn them down, or counter-clockwise...how intuitive...~F
