Noise on Fender DR, new tubes/caps

Getting sputtering 'dirty pot' noises from a Fender DR I just got done working on. These occur with no input and all volumes all the way down, so I'm assuming its occuring somewhere in the power section.

Amp just got new filter caps/resistors, a few cap/resistor replacements in the preamp sections; blackfacing and balancing in the phase inverter, new bias filter cap, new tubes except the recto and vibrato tube. New parts were tested before replacement.

The noise is very similar to the noise from a dirty pot, and varies in intensity and volume.

Any ideas?
