Would disconnecting p102 an checking the enable pin accomplish the same thing?

Maybe, you can give it a try.
I guess there is a possibility with the ICE inputs floating it does not give the enable.

Ok neither caused 5v to appear..But get this crazzy juju stuff. Take the ice board completely out looked it over again. Put it back in amp and the 5v is there. So my thoughts are to brush up the metal standoffs and clean the ground pads that touch the standoffs . Flakey grounds are the only thing i can think of .

Or a flaky solder joint somewhere on the module.
