Ended up doing the 22uF, 47uF, 47uF filter caps. 47uF cathode cap for the power tubes. New .022 coupling caps to the power tubes.
Finally all seems well. No oscillation, no hum, perfect sine wave at output. I then removed the screen stoppers since results were the same without them.
The 270R/2W has 16 V drop which is correct, so I am not sure what earlier test configuration was causing it to heat up.
