What is the function of this capacitor?

What exactly is the function of c26? This one had a blown fuse and a c26 is open. It's also odd to me for it to have a 2 prong cord which looks factory.

Two wire cord IS factory, look at schematic.
C26 siphons off any noise on the mains .
Education is what you're left with after you have forgotten what you have learned.

Sometimes they use polarized 2 prong plugs. Looking closer, I see they have + and - marked on it.
What do you mean by 'C26 is open', it's a cap.

using a peak cap tester it reads open out of circuit.

Some mains rated capacitors, don´t remember if X or Y type or something liken that, are designed to fail open, for safety reasons.

Juan is right, both are designed to fail open and usually Y caps have a higher safety factor

Could it be a Class II appliance? that would account for it having a 2-prong lead, like many hifi amps, radios etc.

Cap is wired across the LV secondary and after the fuse.
No need for an X cap. If it fails shorted the fuse will blow - so no safety issue.
I think it's purpose is to suppress diode switching noise.
Are we sure it has lost capacitance?
