Check the resistors surrounding Q24, out-of-cicuit i.e. at least one end lifted.

What is the voltage at the negative end of C44?

What signal do you see at the collector of Q24 with tank disconnected?

And C42.might be leaky.

Neg C44 is -35 V

Pulled C42, tests good but schematic states is a 2.2 uF but it is a .22 uF. Issue?

Lower cap value will rolloff some bass, which might be desirable for reverb sound.
See for yourself by scoping before and after the cap.

Did the reverb ever work for you or did you buy the amp in this condition?

Bought in this condition. Chassis was not in original combo cab. It was installed into a head cab and not sure if the reverb tank in that head cab was from the original Randall or from the head cab or some other scenario.
