Boss CE-2 Japan Not Working - Help

This CE-2 passes signal. The LED lights up when turning on the effect and it passes a signal but there is no effect, however there is a change in the sound of the signal but no effect.

All 16 wires have continuity. I reflowed pin 16 which had a cold joint.

Suggestions please!!!

Is the clock running; pin7 of IC4 should have the oscillator output present.

How do I test those? Thank you

You will need an oscilloscope to watch pin7 produce a slow sine wave and to monitor Q9s Gate. It is not accurate to use a DVM on its own, you may just confuse yourself.
There are many fleabay suppliers of 'Panasonic' MN*** chips but they are not what they seem and most do not work, some are recycled from old equipment with no history. The Bucket Brigade Delay Line chips have been obsolete for decades and original spares are hard to come by.

Is the pedal running from a 9V battery or a 9V external supply ? Boss pedals of a certain age were designed to run from a Boss 14V unregulated power supply. Most of these pedals have problems when you try to use a 9V external supply. If you must use a 9V external supply, replace R53 with a short wire.

Found a cap, I believe it is C19 with a bad connection to the board. Pedal is operating properly now.
