Peavey Classic VT Phaser

Could anyone explain how the phase circuit works on these amps? I don't see a BBD in there.
Mine is currently non-functional; I thought it might be the TL604 but I bypassed it and still no swoosh!

Before someone made a Bucket Brigade circuit into a single chip, the Bucket Brigade Device, they were made of discrete stages. That is what you see here.
