Most of the time, the hot tubes are enough to discharge the caps to a safe voltage soon after switching off the amp. It wouldn't hurt to throw in a 1 meg, 1/2-watt resistor across one or two of the filter stages. One consideration is that a bleeder capable of discharging the caps really quickly will draw a decent amount of current in operation and throw off heat.
