    Can the R values of resistors between filter bank nodes be freely adjusted to lower values to achieve higher B+ voltage at subsequent nodes, or are there other considerations as far as minimum R between filter caps to achieve effective voltage smoothing?

    yes, although the voltage never goes up as you go down the rail right?

    Play around with the Duncan PS Designer program (using current taps) and read up on RC and Pi filters

      Also there's a lower limit (72ohms with a 22uF cap at 50Hz line), below which you might as well just put the caps in parallel, as the -3dB point of an RC filter will be above the ripple frequency that you're trying to filter out.
