    what would be the voltage after the bias cap and resistor where it goes to the intensity pot, would it still be -34v?

    Yes, note that when tesing bias the vibrato should be turned off AND the intensity & speed pots set to "0" (fully CCW) - well, zero according to Fender, obviously no one there has worked out that the knob goes to "1" at it's lowest setting! ;-)

    If B+ is typical then I'd probably expect to see more than 34vdc...~8% of plate voltage, then fine tune as desired.
