I deleted my post yesterday because I think the meter is measuring RMS which is 0.5X0.707XVpp where Vpp is the peak to peak voltage. So even if I can explain the Vpp is over 800V, the RMS is still less than 400V. I guess only comes down to the problem with the meter. Sorry.
