    Hi Guys

    As others point out, the bare Ground wire is tied to Neutral at the fuse/breaker panel. If your outside plug has a broken ground then you need to either run a new wire or find where it is broken. The obvious point of disconnection would be right in the breaker box. Tighten all the ground buss screws.

    if the wiring is aluminium, then it is a known maintenance issue that one has to retighten EVERY screw holding down a stripped wire end - that means opening every receptacle, every switch, every lamp box, and tightening every screw and marret - aluminium wiring was a mistake!
