If cost is a factor, I have a customer who is using a pair of Eminence, Red/White and Blue 12" speakers and they sound pretty darn good with a Fender Twin and his Pedal Steel.

Most of the pedal and lap steel players I deal with prefer 15's, but in either case, it does need to be a speaker that is "clean" and won't break up early. My personal favorites and recommendations are JBL, E-V and Peavey Black Widow.
