I blackfaced a1973 silverface twin reverb that I bought used.I put all new caps,resistors,OT & PT transformer,all new tube sockets and rewired with teflon coated wire however have a low pitched hum which increases in volume when I turn up the treble or mid on the vibrato channel. The same thing happens on the normal channel. I also cannot get any reverb or tremolo. Any advice would be greatly appreciated.

There is more to it than the schematic. For example it matters a lot where you ground things. In particular power supply filter caps.Education is what you're left with after you have forgotten what you have learned.

Yes good point I will check all ground points. The main thing I notice now is the hum is low in pitch with all knobs turned off it increases in volume when I turn up the reverb knob. In fact the only sound I get from the reverb knob is louder hum and the vibrato doesn't work either.

Have you checked your grounds yet?
If your grounds are solid there is a poor connection somewhere that is not jumping out at you.
I'd start by checking every one of the grounds from the board, then trace everyone of the leads from the pots (per the Fender layout) to the board.
