Did you measure the voltage on pins 1 & 6? Follow the wires from pin 1 & 6 back to the circuit board and read the voltage on either side of the resistor that they're attached to. Find out what's attached to that resistor. It'll lead you to the power supply. Look at the schematic and/or layout drawing if you have both. Pull the tubes and see if the voltage comes back. Are the filaments lighting up? Happy hunting!
