Ibanez FL9 noisy

This FL9 flanger pedal has a motorboating sound, when you crank your amp volume and you crank the speed control, with the effect switched off.

Any ideas?

I pulled the fet Q102 out and I still heard it. I've replaced the 1st opamp IC101 and it's still going on.
