As I see it, those components were a fail-safe add-on to avoid bursting your 9V battery, if left on the pedal and using an external PSU to power it.
Now they pulled them (which you see), probably adding some leaf switch in the power jack (which you probably don't see, specially because you are not expecting it), disconnecting the battery when something is plugged there .
Fact is, you are checking a current production pedal against an old schematic,they may easily differ on some details.
