Loopers assume the ability to hold a sampled phrase as long as you want. I have not seen any projects that permit that, even when they are able to hold a fair amount of sampled content. The various digital units will usually have some sort of lowpass filtering on the delayed portion that results in the audible decline in volume and tonal quality over repeats.
The other thing is that usually anything that has sufficient storage capacity and resolution to be able to retain a long phrase with healthy bandwidth will involve surface mount components, and not the measly 16-pin ones either. Not exactly the sort of thing one wishes to make a board for, and not the sort of project for the beginner. the brunt of digital projects I have seen use through-hole components.
There may well be something out there, but I haven't seen it.
