DC brick - dead

Anyone have a schem for this? If anyone has any advice on troubleshooting it'd be great. The power supply for the brick was bad so I subbed in another w/ no change in functionality. The LED does not light and the is only 800mv on the power input when it'd plugged in.

posted before I checked everything. I was using a reversed supply the second time. got it working.
