    Did the base voltage change when you reversed C and E leads?

    Do have +9V at the collector?

      When I reversed the C and E the base had 1.4vdc. There’s 9.4vdc on the collector now

            That 0.1V base to ground makes no sense. Either there was an E-B short or the base had no connection to the 1M resistor.

            I think that you have some bad, maybe intermittent board connection. Maybe from the repaired traces?

              As the Dude said the transistor position in your picture looks correct.
              You want to see around 1.6V at the emitter.

              Do meter probes make good contact? Is meter battery good?

                Here are more pictures. Meter is good. The connection to the base is shown here. The test lead give me .245v, not the.1v with the regular probes.

                  Indicates a bad contact. Do not use the shell as ground reference. Connect black meter lead to the grounded end of the 10k emitter resistor.

                    Now on ground connection on the board and the voltage is the same.

                      Same as what: 1.4V, 0.25V or 0.1V?

                          It is an emitter follower, the most simple transistor circuit. Just a transistor, 2 resistors and 2 voltages.
                          If all connections are good it must work.

                          Are you sure the transistor is good. Did you test it??
