For the following schematic, I have a question about its expected functionality. For the push/pull pots on both tone knobs, would the tone be variable on each setting (up & down)? Or would it only be variable in one position and restricted to a full setting when engaged?

The function of the pull switches and the tone controls is completely separate. That is to say, the tone controls work normally (as you said, variable) regardless of whether the coil tap is engaged or not.

With the circuit in the drawing the switch will have no effect on the tone control.
