Where can I find a PLASTIC cover for a Phat Cat or any P-90 in HB form?

You'll have to drill your own holes, and the covers are kinda thin, but they will work fine I imagine.

I used to use those alot, they are a matte finish black plastic and yes very thin. Doesn't Mojo sell some EMG type covers in plastic with mount holes for adjustment height screws? I saw those somewhere recently. Their site is down at the moment so can't check...

looks like they're sold out of 50 mm screw cream bobbins too.
