I wouldn't say these pickups were for budget guitars, since these first showed up on the firebird and LP deluxe in the gibson line. both models were roughly the same cost as a LP standard. really the LP deluxe is nothing more then a LP standard with different pickups.

mini-humbucker vintage specs...

I think when Gibson bought the Epiphone line, they started retrofitting their own pickups on the guitars, like P-90's. The mini hums are about the same size as the Epi New Yorker pickups, so Gibson was able to use their new humbucker design in those guitars by making them New Yorker sized. The humbucker was something Gibson had over Fender, so they wanted to use that new pickup in as many models as possible. They also made the mini to fit into the P-90 routs, such as on the LP Deluxe, which used old gold top bodies.
