I recently came upon a very good text book for learning the theory of electricity and magnetism self-taught. Such things as eddy currents and skin effect are addressed.
Be warned that this is not E&M Field Theory for poets - some college math and physics background is necessary, and the book lives in the space orthogonal to real, but there are many people on the forum that may benefit. The book is aimed at engineers, and the explanations of what's going on physically are very good, perhaps the best I've ever seen.

The original edition was in 1955. Very few books are good enough to get to an 8th edition. The prior editions are also very good.
