Charging undercharged magnets and testing strength

I have been making pickups for a while with bar magnets that come charged. The strat/tele/p bass pole magnets are not charged.

I have looked to see how people charge theirs and everyone has a massive machine that seems expensive. How do hobbyists and people making one off single coils do it?

I have also searched here for a meter to test magnet strength. It seems like the easiest consumer option is no longer made. What is a good option?
