I initially worried that the sensor I used would not trigger properly or reliably with just using the flat black paint and shining up the washer. Once I got the distance between the sensor and the washer set correctly, there have been no issues at the speed I wind. It seems to close or so far produces errors using only variations in reflectivity with the level of lighting I use to wind (old eyes).
Which Red Lion counter are you using? If it's a CUB3 (which I have), it will go to 6000 rpm. The minimum pulse width (and spacing between pulses) is 5 milliseconds, for a total cycle time of 10 mS. One cycle per 10 mS is 100 cycles (rotations) per second, or 6000 rotations per minute. This ought to do it
