Troubleshooting an RPE-4001 Symphonic Turntable/8-track

I just received an old record player as a gift, but the record player won't turn on

The switch seems stuck in the OFF position, but not like it was glued or anything. It feels like something is jamming the switch when I attempt to move it. It was suggested that maybe it was locked on purpose, but I have no knowledge of how to unlock it.

I wanted to ask before I attempted to disassemble it as things rarely survive when I disassemble them. The model number is RPE-4001 for reference, but the internet almost denies its existence

Does the platter rotate freely? Turn it a few turns to clear the gears. I suspect it is stuck in mid cycle.
