Ampeg SVT III -low volume output

I was wondering if anyone can tell me if they have seen this before:
I'm reading 400VAC and DC coming from the Bridge rectifier - Look like is has bleed through of some kind. The tops of the power transistors(22's) are reading 150 VAC ????? really bazzare.... I'm sure the bridge rectifier is the cause of all this Correct???
