Hartke VX3500 Powering up Delay?

I read a few posts in this forum already on the subject of bad soldering in these amps. My amp doesnt start up right away, it takes anywhere from 5 to 30 minutes to power up completely. Once it starts it works find. I am frustrated. Any ideas?

My first thought is the relay circuit itself. If that is like the other 3500 Hartkes, it has a TA7317 IC for that. The IC is probably OK, but there are several small electrolytics associated with it, and I find them the usual cause. There are a couple 1uf/50v and a 0.47uf/50v, they are the ones I suspect.
