Usually a whole bunch of dirty switch contacts and beat up sockets. At least that's what I've seen.
And I know exactly what you mean about the "can't test it" thing.
"I don't know much about electronics and I've got no way to know if this works." Then when you see it, the power cord is cut off the fuse holder cap is missing and there's a piece of tape over the power switch, with a skull and crossbones drawn on it in Sharpie.
"It doesn't work now but shouldn't be hard to fix" usually means three techs have laughed and one threatened to call the police.
