ADR Express Limiter

Is anyone here familiar with the ADR Express Limiter? A recording studio owner brought this in for repair. When you turn it on the VU meter pegs all the way to the left. The EXP, Comp, and Limit LED's all come on and stay on.

The unit passes signal, but weak and cuts out. Anyone by any chance have a schematic for one of these?

When VUs all peg and all the peak lights come on, that is almost always a sign that one of the low voltage supplies is missing.
