The modification applies to the preamp. It seems that you are trying to apply it in the power amp (which is not the same) . On C14 in the preamp there is only 15V.

Yes, I thought that was a strange modification too. But I am a mere technician, not an engineer. I mostly repair TV's and there have been Samsung and LG bulletins that require you to remove jumpers and short out coils to repair a problem.
