Behringer DDX3216 led meters all lit

When I switched on my DDX3216 the other day it all lit up with every LED meter on full but will not function. Can anyone help please

My first thought whenever all the lights are lit on a mixer is a missing power supply voltage. I forget what the ICs run on in that but likely 15, 16, 17v or close. Is -17 missing?
