Here's the skinny... Looks legit enough. Not the kind of service "I" could use but for hip hoppers, DJ's and loop styles it seems to be a useful idea to create a pool of stuff like this. A little shady that we don't get to know what country this business is based out of. The broken English is indicative that it's not the UK or US but also that it's probably a guy on a budget making an honest go at his idea.

I've seen lots of electronic musicians sharing their samples/loops under the creative commons license. I imagine there's an active underground scene... It makes sense that someone would want to take that to the next step.
