Peavey Transtube Transformer 112 not initializing

I have a Peavey Transformer 112 that will not initialize the startup sequence at power up. The preset dial LEDs stay lit, and nothing else happens. There is some hum coming from the speaker, sounds like normal noise (dirty power around here), nothing changes with volume control. Any assistance on this is much appreciated. Thank you!

Edit: Have you tried initializing the amp? (Turn the unit on while pressing and holding down both the STORE and
USER buttons simultaneously)
