What conditions required to engage output relays on Crown amp?

Crown model XLS602 amp has a pair of relays on small output board that are not clicking in. Signal is present just prior to these relays because when I measure resistance across them with a CD source and speaker connected, I can then hear the music coming through quietly. Indicator lights all seem normal, power on lit, clip light lightly flashes with the signal and turned up on that channel, no fault light lit.
I am using a light-bulb limiter with 150 watt bulb that glows slightly.

Well it appears that the light bulb limiter was preventing the relays from clicking in, just so you know
