But I think it must be a State Secret.
Besides that, I'm *sure* it's a custom built OEM IC, with everything burnt on unreadable ROM.
Anything else would be a commercial suicide.
I think the second best option is to read a lot about DSP and Reverb algorithms.
A colleague in Brazil is making an incredible reverb pedal, in a joint effort with others.
Somebody else (I think it's a British guy) programs his chips and sends him monthly upgrades.

No secret...
there're three pieces of PT2399 with different delay times, feedback and signal levels / mixing, one delay line with modulation inside Belton module. It's based on Neunaber patent.Attached Files
