Cycling like that can be a sign of an overload. I know nothing about the iNuke (and don't care to) but is it possible to unplug the PSU from the load and see if it still cycles?

Behringer don't release schematics. I guess they figure if people can't fix 'em then they are in the market for a new one. Gosh, I'm so cynical sometimes..
