Not too sure if this could be termed a "Factory' defect.
C16 & C17 are power supply bypass caps.
Placing Electrolytic caps in those two positions is fine.
As long as the polarity is observed.
While a ceramic cap would be less likely to explode, they do have failure mechanisms of there own.
You very well may be seeing a bad batch of e-caps.
(From the infamous late 90's 'bad cap' fiasco.)

Vox VT30 factory defect Valvetronix with incorrect capacitors

I have fixed several of the VT-30 models. The issue with all of them has been that an electrolytic capacitor with the wrong value (.47 uF) is used in place of a 0.1uF Ceramic capacitor in either c17 or c16 right side of the power amp chip just in front of the green resistor. Some of the amps I've fixed, this capacitor literally exploded spraying paper pulp and melted metal around the inside of the amp. When that happens, the output is very low and distored, because only one side of the output is generating. In other amps, the problem is hissing and squealing, but the capacitor appears intact. They always test bad after removal. I replace them with the CORRECT value CERAMIC capacitor and the problem is much improved.
I have been unable to find any other reference to this defect.

Amplifier schematics are identical, different is only in the number and type of the connected speakers (see page 5 owner's manual) to the output transformer (see AC30 power amp on the schematics)
In both cases, the output select switch (SW6) is in position 16 ohm

AC30CC2: 2x12" combo with a pair of custom designed GSH12-30 speakers
AC30CC2X: 2x12" combo with the world revered Celestion “Blue” 15 watt AlNiCo speakers

Vox Pathfinder V1 (V101) & Vox UL 705 schematic
Basically amplifiers Vox Pathfinder V1 (V101) and Vox UL 705 schematic are very similar amplifiers.
Unfortunately I was not able to see them, so the schematics is drawn on the basis of various photos from the Internet photos of type Look "Under the Hood"
Based on my 30 years of engineering experience, I tried at all the photos to find a common point, and as a result of the schematics that is located in front of you
Allow minor glitches during the conversion layout amplifier in the schematics.
